- คณะกรรมการการเปิดซองสอบราคามีหน้าที่ ดังนี้
(1) เปิดซองใบเสนอราคา และอ่านแจ้งราคาพร้อมบัญชีรายการเอกสารหลักฐานต่างๆของผู้เสนอราคาทุกราย โดยเปิดเผย ตามวัน เวลา และสถานที่ที่กำหนด และตรวจสอบรายการเอกสารตามบัญชีของผู้เสนอราคาทุกราย แล้วให้คณะกรรมการทุกคนลงลายมือชื่อกำกับไว้ในใบเสนอราคาและเอกสารประกอบใบเสนอราคาทุกแผ่น
(2) ตรวจสอบคุณสมบัติของผู้เสนอราคา ใบเสนอราคา แคตตาล็อกหรือรูปแบบและรายการละเอียด แล้วคัดเลือกผู้เสนอราคาที่ถูกต้องตามเงื่อนไขเอกสารสอบราคา
(3) พิจารณาคัดเลือกพัสดุหรืองานจ้างของผู้เสนอราคาที่ถูกต้องที่มีคุณภาพและคุณสมบัติเป็นประโยชน์ต่อทางราชการ และเสนอให้ซื้อหรือจ้างจากรายที่คัดเลือกไว้แล้ว ซึ่งเสนอราคาต่ำสุด
ในกรณีที่ผู้เสนอราคาต่ำสุดดังกล่าวไม่ยอมเข้าทำสัญญาหรือข้อตกลงกับส่วนราชการในเวลาที่กำหนดตามเอกสารสอบราคา ให้คณะกรรมการพิจารณาจากผู้เสนอราคาต่ำรายถัดไปตามลำดับ
ถ้ามีผู้เสนอราคาเท่ากันหลายราย ให้เรียกผู้เสนอราคาดังกล่าวมาขอให้เสนอราคาใหม่พร้อมกันด้วยวิธียื่นซองเสนอราคา
ถ้าปรากฏว่าราคาขอผู้เสนอราคารายที่คณะกรรมการเห็นสมควรซื้อหรือจ้างต่ำกว่าวงเงินที่จะซื้อหรือจ้าง ให้คณะกรรมการเปิดซองสอบราคาเรียกผู้เสนอราคารายนั้นมาต่อรองราคาให้ต่ำสุดเท่าที่จะทำได้
(4) ในกรณีที่มีผู้เสนอราคาถูกต้องตรงตามรายการละเอียดและเงื่อนไขที่กำหนดไว้ในเอกสารสอบราคาเพียงรายเดียว ให้คณะกรรมการดำเนินการตาม (3) โดยอนุโลม
(5) ให้คณะกรรมการรายงานผลการพิจารณา และความเห็นพร้อมด้วยเอกสารที่ได้รับไว้ทั้งหมดต่อหัวหน้าส่วนราชการเพื่อสั่งการโดยเสนอผ่านหัวหน้าเจ้าที่พัสดุ
