เมื่อวันที่ 28 มกราคม 2533 พระบาทสมเด็จพระเจ้าอยู่หัวได้พระราชดำริ แก่เจ้าหน้าที่กรมชลประทานและเจ้าหน้าที่สำนักเลขานุการ กปร. ณ อาคารชัยพัฒนา ในสวนจิตรลดาให้พิจารณาวางโครงการพัฒนาแหล่งน้ำ เพื่อจัดหาน้ำช่วยเหลือพื้นที่เพาะปลูกของราษฎร ที่ขาดแคลนน้ำในเขตจังหวัดต่างๆ โดยในเขตจังหวัดกาญจนบุรีและสุพรรณบุรี ให้พิจารณาวางโครงการพัฒนาลุ่มน้ำห้วยตะเพิน กรมชลประทาน จึงได้นำพระราชดำริ ดำเนินการพัฒนาแหล่งน้ำในลุ่มน้ำห้วยตะเพิน ตั้งแต่ปี พ.ศ.2533 เป็นต้นมา โครงการฝายทดน้ำบ้านลานกร่าง เป็นโครงการหนึ่งที่จะสนองพระราชดำริเรื่องการขาดแคลนน้ำของราษฎร และยังเป็นจุดผันน้ำส่งไปให้อำเภอห้วยกระเจา ประการสำคัญ ปัจจุบันบริเวณนี้ขาดแคลนน้ำอย่างมาก ทำให้ผู้นำส่วนท้องถิ่นติดตามความก้าวหน้าของโครงการฯ ตลอดเวลา และพร้อมให้ความร่วมมือดำเนินการเกี่ยวกับกิจกรรมต่อเนื่องทุกรูปแบบ
