โครงการนี้ได้พัฒนามาจากโครงการประกันสุขภาพแก่เด็กนักเรียนประถมศึกษาในสังกัดสำนักงานการประถมศึกษา


ที่เริ่มต้นในปี พ.ศ. 2534 แต่ปัจจุบันได้ขยับขยายให้ครอบคลุมตั้งแต่เด็กแรกเกิดจนถึงอายุ 12 ปี
