เท่านั้น และได้ตรงพระราชกฤษฎีกาสวัสดิการเงินกู้เพื่อที่อยู่อาศัย พ.ศ. 2535 ขึ้น เพื่อวาง
หลักเกณฑ์ในการดำเนินการซึ่งพอสรุปได้ดังนี้

3.3 ได้รับการคัดเลือกจากส่วนราชการเจ้าสังกัดนั้นเห็นสมควรกำหนด
3.4 ต้องเป็นผู้ที่ไม่เคยใช้สิทธิกู้เงินตามโครงการไปแล้ว

4 การกำหนดหลักเกณฑ์ในการคัดเลือกผู้มีสิทธิกู้เงินตามโครงการให้ส่วนราชการ
