บทคัดย่อ

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพการค้าในเขตการค้าชายแดนไทย – มาเลเซีย และศึกษาแนวทางการส่งเสริมการลงทุนในเขตการค้าชายแดนไทย – มาเลเซีย ประชากรที่ศึกษาได้แก่ ผู้ประกอบการตามเขตแนวชายแดนประเทศไทย ด่านสะเดา ถ.กาญจนวณิชย์ อ.สะเดา จ.สงขลา มีจำนวน 578 ราย โดยมีกลุ่มตัวอย่าง ได้แก่ ผู้ประกอบการตามเขตแนวชายแดนประเทศไทย ด่านสะเดา ถ.กาญจนวณิชย์ อ.สะเดา จ.สงขลา จำนวน 236 ราย อีกทั้งสัมภาษณ์ผู้บริหารเทศบาล เมืองสะเดา 6 คน และผู้ประกอบการจำนวน 10 ราย โดยเก็บข้อมูลภาคสนามและการส่งเอกสารทางไปรษณีย์ เครื่องมือที่ใช้ได้แก่ แบบสอบถามและแบบสัมภาษณ์ วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูป และใช้สถิติพรรณนา ได้แก่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน
ผลการวิเคราะห์ข้อมูลเกี่ยวกับสภาพบริเวณชายแดนด่านสะเดามีลักษณะก่อสร้างตึกอาคารพาณิชย์แบบถาวรเป็นจำนวนมาก อัตราการเติบโตบริเวณชายแดนสะเดาค่อนข้างสูงมาก ในยามค่ำคืนบริเวณชายแดนด่านสะเดาของไทยเต็มไปด้วยนักท่องเที่ยวชาวมาเลเซียที่เดินทางเข้ามาซื้อสินค้าและบริการ ผลไม้จัดเป็นสินค้าตัวหนึ่งที่ชาวมาเลเซียเข้ามาซื้อกลับไปบริโภคที่ประเทศของตัวเองเป็นจำนวนมาก ได้แก่ ทุเรียน มะม่วง ธุรกิจการค้าชายแดน บริเวณนี้มีความคึกคักตลอดเวลา สร้างรายได้ให้กับประเทศไทยในแต่ละปีจำนวนไม่น้อย เงินตราที่ใช้ซื้อขายสินค้าบริเวณชายแดนสามารถใช้ทั้งเงินบาทของไทย และเงินริงกิตของมาเลเซีย ขณะเดียวกันหากประสงค์จะเดินทางเข้าประเทศมาเลเซียสามารถแลกเงินบาทไทยเป็นเงินริงกิตของมาเลเซียได้บริเวณตลาดชายแดนโดยไม่ผ่านระบบธนาคาร เช่น ร้านค้าของชำ ร้านขายทอง ข้อเสียเปรียบของไทย ปัจจุบันมาเลเซียได้ตั้งร้านสินค้าปลอดภาษีในแต่ละวันมีคนไทยเข้าไปซื้อสินค้าเป็นจำนวนมาก ทำให้ประเทศไทยขาดดุลการค้าในเรื่องเหล่านี้ค่อนข้างมากในแต่ละปี
สำหรับปัญหาและอุปสรรคการค้าตามแนวชายแดนในเขตเทศบาลเมืองสะเดา อำเภอสะเดา จังหวัดสงขลา ผลการศึกษาพบว่า ปัญหาจากความไม่สงบใน 3 จังหวัดชายแดนภาคใต้ทำให้ส่งผลต่อการขนส่งสินค้าเข้าในพื้นที่ดังกล่าว ผู้ขนส่งสินค้าเกิดความหวาดกลัว รู้สึกไม่ปลอดภัย นอกจากนี้ปัญหาการลักลอบทำการค้าข้ามแดนโดยมีสินค้าไทยที่ลักลอบเข้ามาเลเซียได้แก่ ข้าวสาร ผลไม้ ส่วนสินค้ามาเลเซียที่ลักลอบเข้าไทยได้แก่ น้ำมันปาล์ม สุรา บุหรี่ ผลไม้เมืองหนาวและเนื้อวัวแช่แข็ง
จากการศึกษาบทบาทในการส่งเสริมการลงทุนการค้าชายแดนพบว่า เมืองสะเดาพยายามผลักดันให้เป็นรูปแบบมากขึ้นและกำลังสร้างด่านศุลกากรแห่งใหม่และปรับปรุงด่านพรมแดนสะเดาเพิ่มเติม เพื่อให้เป็นด่านต้นแบบในการให้บริการด้านเศรษฐกิจการค้าชายแดนอย่างเต็มรูปแบบมีความทันสมัย เพื่อรองรับการเปิดประชาคมอาเซียนในปี 2558 ซึ่งเป็นที่ตั้งจุดผ่อนปรนการค้า และจะมีการรองรับการค้าชายแดนให้มีมาตรฐานมากขึ้น และส่งเสริมผลักดันให้เป็นด่านสากลในอนาคต ส่วนใหญ่ขณะนี้ทางเทศบาลเมืองสะเดาวางรูปแบบโครงสร้างการส่งเสริมการลงทุนการค้าชายแดน โดยมี ศุลกากรตำรวจตรวจคนเข้าเมือง ผู้ประกอบการ หน่วยงานที่เกี่ยวข้องระดับจังหวัด และเทศบาลตำบลเข้าร่วมวางแผน นอกจากนี้ภาครัฐมีการให้ความรู้กับผู้ประกอบการ ด้านการบริหารจัดการแรงงานและบุคลากรที่สามารถรองรับการถ่ายทอดเทคโนโลยีและทักษะการทำงานจากต่างชาติได้ สำหรับการวางโครงสร้างรูปแบบการค้าที่เป็นรูปธรรมแล้วก็จะมีการจัดสรรงบประมาณในการส่งเสริมการค้าชายแดนต่อไป
