ความเป็นมา


เมื่อวันที่ 25 มีนาคม 2535 พระบาทสมเด็จพระเจ้าอยู่หัว ได้เสด็จฯ ไปยังศูนย์ศึกษาการพัฒนาห้วยฮ่อง
ไคร้ อันเนื่องมาจากพระราชดำริ อำเภอดอยสะเก็ด จังหวัดเชียงใหม่ เพื่อทอดพระเนตรการดำเนินงานของโครงการโดยมี นายจุลนภ สนิทวงศ์ ณ อยุธยา องคมนตรี, พลโท ไพโรจน์ จันทร์อุไร แม่ทัพภาคที่ 3, นายยุทธ กิ่งเกตุ อธิบดีกรมชลประทาน, นายชนะศักดิ์ ยุวบูรณ์ ผู้ว่าราชการจังหวัดเชียงใหม่, ร้อยตรี สมศักดิ์ เจริญกุศล ป่าไม้จังหวัดเชียงใหม่ เข้าเฝ้าฯ ถวายรายงาน ในวโรกาสที่เสด็จฯ ครั้งนี้ ได้มีพระราชดำริเกี่ยวกับการพัฒนาพื้นที่ป่าขุนแม่กวงว่าพื้นที่ที่ปลูกสวนป่าแล้ว, พื้นที่ที่ถูกบุกรุก และพื้นที่ที่จัดสรรให้ราษฎรทำกินเป็นการชั่วคราวในเขตป่าสงวนแห่งชาติควรจะได้มีการปรับปรุงให้เป็นพื้นที่ต้นน้ำลำธาร มีความชุ่มชื้น สามารถทำกินได้ จะไม่ทำการบุกรุกต่อไป รวมทั้งยังสามารถจัดเป็นที่พักผ่อนหย่อนใจของประชาชนได้อีกด้วยพระบาทสมเด็จพระเจ้าอยู่หัว ได้มีรับสั่งให้ผู้ว่าราชการจังหวัดเชียงใหม่ และป่าไม้เขตเชียงใหม่ร่วมกับกรมชลประทาน โดยมอบให้กรมป่าไม้รับไปดำเนินการ เกี่ยวกับการปรับปรุงและพัฒนาการปลูกสวนป่า โดยให้ปลูกไม้ที่ให้ความชุ่มชื้นเป็นหลัก และให้กรมชลประทาน จัดหาแหล่งน้ำ โดยใช้น้ำจากน้ำแม่สาย และให้ขุดอ่างเล็กอ่างน้อย ทำ Check dam เป็นจุด ๆ เพื่อให้เกิดความชุ่มชื้นในพื้นที่ ซึ่งประสบความสำเร็จมาแล้ว จากการทดลองที่ศูนย์ศึกษาการ

ต่อมาเมื่อ 12 พฤศจิกายน 2535 สำนักงานคณะกรรมการพิเศษเพื่อประสานงานโครงการอันเนื่องมาจาก
พระราชดำริ (กปร.) ได้ขอรับการสนับสนุนกำลังพลจาก กองทัพภาคที่ 3 ในการจัดเจ้าหน้าที่ร่วมปฏิบัติงานป้องกันการบุกรุกทำลายป่าในเขตพื้นที่โครงการฯ เนื่องจากมีราษฎรบุกรุกเข้าทำกินและตัดทำลายป่าไม้ กองทัพภาคที่ 3 จึงได้มอบหมายให้ กองพันทหารปืนใหญ่ที่ 7 จัดกำลังสนับสนุนการปฏิบัติงานตามที่ คณะกรรมการพิเศษเพื่อประสานงานโครงการอันเนื่องมาจากพระราชดำริ (กปร.) ร้องขอ โดยมีกำลังพล 2 ชุดปฏิบัติการ (ชุดละ 15 นาย) เริ่มปฏิบัติงานตั้งแต่ 1 ธันวาคม 2535 การดำเนินงานร่วมกันระหว่างเจ้าหน้าที่ป่าไม้ ตำรวจ และทหาร สามารถควบคุมมิให้มีการตัดไม้
และการบุกรุกพื้นที่ทำกินเพิ่มเติมในพื้นที่โครงการไว้ได้ ต่อมาได้ตรวจพบว่ามีการบุกรุกทำลายป่าไม้ในเขตพื้นที่บริเวณบ้านป่าสักงาม ซึ่งเป็นพื้นที่ต้นน้ำอีกผืนหนึ่งของอ่างเก็บน้ำแม่กวง คณะกรรมการฯ จึงได้มีมติเห็นชอบให้จัดเจ้าหน้าที่เข้าคุ้มครองและป้องกันการทำลายทรัพยากรป่าไม้ในเขตพื้นที่ดังกล่าว (ระยะที่2) โดยกำหนดให้จัดชุดปฏิบัติการเข้าดำเนินการในพื้นที่ จำนวน 2 ชุดปฏิบัติการ ตั้งแต่ 1 กุมภาพันธ์ 2537 เป็นต้นมา ครั้นถึงปีงบประมาณ2539 ได้มีการขยายพื้นที่โครงการ (ระยะที่ 3) เพิ่มเติมอีก โดยกองทัพภาคที่ 3 ได้จัดกำลังทหารเข้าสนับสนุนการปฏิบัติการในพื้นที่ รวมทั้ง 3 พื้นที่ เป็นจำนวน 10 ชุดปฏิบัติการ
